severity of Covid Shutdown in Cebu City

Another silly question. I got a request from a family member. She lives in Cebu and said they locked down the streets so tight that she cannot go out and buy food.

She said I could order Panda for home delivery online.

She also mentioned that last week she did get out but the shops were closed and there was no where to buy rice.

Is the city really locked down this tightly. She is a cousin of my wife and I hate to doubt her plea but ....
