still no stimulus

I can't figure why I haven't received my stimulus check. I am married claiming only my wife with the V.A. I haven't filed taxes since 2012 when I went 100% disability with the V.A. because I am not required to since it is my only source of income. I went to "Get my Payment" of the I.R.S. and it said this "We don't have enough information yet (we're working on this), or
You're not eligible for a payment." I get no other income from any other source except the V.A. I live in the philippines. Could this be why I am not being sent the stimulus? No where on the internet can I find answers as to why I am not receiving the check. The V.A. claims my wife as a dependent. I get my V.A. pay on time each month but have no idea why I can't get the stimulus. I still use the same EFT that I have had since moving to the philippines in 2009. My checks come on time each month. I have had the same bank and account since 2009 but still no stimulus. Can someone help me find an answer?
