Moving to Manila. Please Help

Hello everyone,

I hope all of you are safe and doing well. I am planning to move to the Philippines next month (July 2020). However, there are a few things I am getting conflicting information on so I am hoping this community can help.

1. I am a US citizen and understand that I get a 30 day free visa. However, can I extend that visa at the airport upon arrival or do I need to go to the embassy to extend it?
2. Am I able to fly to Manila right now due to Covid? Anything special I need to bring or do?
3. What parts of Manila do you recommend living in if your budget for housing is $300-$400 USD per month?
