Cebu or Davao

So i have been looking at houses and some other bits and i am now starting to wonder if Cebu might be a better perm location for me when i move there.

Have just started looking online but if anyone has any experience of Cebu please feel free to share as i need to evaluate everything from property, day to day living, education for my future kids, healthcare, eating out and enjoying life as well as security as i have seen Cebu is not as safe or highly rated as Davao.
