Another expat was kind enough to share his recent detailed experience in returning to the RP and his family and the Covid-19 related requirements he had to accomplish to do so.

I just returned from the U.S. to the Philippines(NAIA) yesterday and wanted to share my experiences. I have a 13A visa. At the Korean Air check in counter at O'Hare airport, I had to show my ACR card, copy of my marriage certificate, and copy of my wife's dual citizenship. They also asked if my wife is currently in the Philippines, which she is. They wanted to see a copy of my quarantine hotel reservation, though I noticed that at NAIA there was a line for those who did not prearrange their hotel. I then waited about 15 min while Korean Air emailed the Philippine Embassy & got the green light. After arrival here in NAIA, I had to fill out 2 forms for COVID testing. They then sent me an email while I waited, confirming my info. Payment for the swab test was next. They accepted cash or credit card. The whole process took about an hour, mainly waiting in line. After the swab test, it was on to Immigration. They did not ask for any supporting documents-only passport & ACR card. Next was luggage pick up & then signing an affidavit at the Coast Guard desk near the exit . The affidavit says that you will adhere to your quarantine at the hotel under penalty of law. The Coast Guard guy had me verify that my hotel shuttle was waiting for me before escorting me to the shuttle. It took 2 hours from the time I left the airplane to the time I got into the shuttle van. I hope that this information is helpful for knowing what to expect.
