Right to work in PI

Lance-Are you sure about married foreigner to a Philippina cant work in the Philippines? I have a section 13 visa(quota visa) and the visa allows me to legally work in the Philippines and I am single. My visa is just about the same visa as a Kano married to a Pinay.(Section 13 but different letter after the 13)
