San Fernando??

Here in the states held up with the travel ban. I've lived in Tagaytay, Baguio, and Dumaguete, Loved Dumaguete and that's my odds on favorite upon returning. However, the GF is from Rosario La Union and some info on San Fernando caught my eye. Ex Pat friendly? Any input welcome. My thanks in advance.
