Why can't we buy land?

I know what the law says but wondered why that law is in place? Are the locals afraid of dispossession by rich outsiders?
Is there another reason? What are people concerned about? I know other countries have similar policies and wonder if they are all in such poor economic shape as the Phils and if there is a connection.
