Buy or build a house?

I have about 3 more years and will retire in Davao with my wife, We are both Filipino living in the US and planning to get dual citizenship before retiring at age 58 and also to bring my mother with me. To maximize my 401K I can only limit withdrawals to $100K yearly to get the effective tax of 8.6% if I go over that amount the tax will be 24%. Here are my questions and also researching for answers:

1. Is it better to buy a land and build? Why? (note: planning to live in high elevation cool areas like Eden)
2. If I ship furniture and other Electronics to a container, what is the allowed amount for 3 people before paying customs tax?
