SRRV during Covid

I had plans to visit the RP and obtain a SRRV, then Covid broke out and I've been stuck in the States ever since. My understanding is that I can't get an SRRV without first going to the RP with a tourist visa, which of course I can't get these days. So, two questions for this forum:
1) Does anybody know a "backdoor" way I can obtain a SRRV while the border is locked down to tourists?
2) Can anyone recommend a good SRRV agent?
