Citizenship by Naturalization

I am a US citizen married to a Filipina citizen by birth, with a permanent residence in the Philippines. I have lived in the country for about 6 years and am seeking information on where and how to apply for citizenship by naturalization. My understanding is that I do not have to renounce my US citizenship to apply. I visited the BI office in Angeles City where I live and I was surprised that they did not have any info on the matter and suggested that applications for citizenship are handles by the country's Senate without providing further details. Any info in this regard would be highly appreciated.
