Safe to visit PH yet?

My filipina wife and I are planning to visit her family in Samar next April for her mother's birthday and her brother's marriage. I have heard some horror stories about Americans being detained in "quarantine hotels" after supposedly testing positive for COVID upon arrival to PH. I've been vaccinated. Does anyone know or have experience going to PH recently?
