Banking in the RP

Here's what I want to do and here's what I know so far.

I want to deposit a sizable sum into a Philippine Bank checking account close to Iloilo City. I would like to open the account in the US a couple of months before I get to Iloilo. I would like to access some of that money to buy a car, a generator and for living expenses.

I called the PNB and there's no answer in New York. Metro did answer, but said I could not deposit money in New York and access it in Iloilo. I would have to open the account in Iloilo.

I am not depositing all my money in the RP. I will still have American accounts with three quarters of my money in the US with direct deposit for my Social Security, Pension and Annuity payments. I then want to just write myself a check of $5,000 every 3 or 4 months and deposit it into my Philippine account.

I need some advice.
