VoIP or Skype Subscription or..???

Good Day One and All……. I’m trying to figure out communication as far as receiving calls / texts from banks ( especially sms texts ) and from financial or government institutions in the USA. Most of the information I’m getting is vague. I currently have T-Mobile and am told it’s not so great in the Philippines in various regions. Options : looking at MagicJack / MagicApp or Skype Subscription service. I don’t understand if I need a sim card to use the service while away from my tablet on my IPhone. I’ll assume I will need a at least a local sim card for data…??? As far as cost cost goes either one would be less expensive that T-Mobile. Again my main concern is getting texts from banks or other various institutions…..
