Iloilo / LTO / ACR…

Good afternoon one and all. I plan on purchasing a new scooter in the short term future possibly in Iloilo. Thoughts: My understanding is I need to have a Philippine driver license by the 90th day of my passport arrival stamp. Can not purchase a new scooter without an ACR card. ACR card is issued only after 60 days after passport arrival stamp. Can take months to get permanent license plates and registration. I have heard some say can take paperwork MYSELF DIRECTLY TO LTO OFFICE for rapid processing. Can get a Philippine scooter license on line…. Prior to me taking the steps and from my understanding countless lines (and endless time which I can deal with ), I’m looking for some some insights…. does and don’t… if you will prior to starting this journey….. thanks again, this community has been really helpful……..
