Anyone know? Immigration?

Here in the USA and planning a return in about 3 months time. My wife is a Filipina and is now a US Citizen; her PI passport has expired. We have been trying to get hold of the Consulate and/or honorary Consulate to find out about Dual Citizenship and apply. I read on the Internet that I do not need a onward ticket if I arrive with my wife (all she needs is her expired passport and birth cert.) supposedly? I am wondering how easy or difficult it will be to go to the Government offices now? How are things there now, due to Covid?
