Throw Away tickets

I have been reading through a lot of posts but I am still fuzzy on this part. I am planning on leaving Canada and going to retire in Cebu. I don't want to do the SRRV because I have heard too many stories about never seeing that money again. I want to do the tourist visa thing. Get there, get 29 days for free, go to the BI within say 3 weeks and get another 29 day extension, then go again and get an alien card and a longer extension, etc, etc, etc up to 3 years, leave for 24 hrs, start over.
Now this throw-away ticket thing. How does that work? I book a ticket from Canada to Cebu one way? Then book another ticket at the same time from Cebu to say Hong Kong? So I have a forwarding ticket on me when I arrive in Cebu?
