VA in Manila

Has anyone visited the VA medical center in Manila? I am curious to know how you would rate it compared to a US VA center. I know that is a bit ambiguous, as Tampa and St. Pete are outstanding and Houston is horrible, But just how you would compare it to the one(s) you know in the US?
