Options for disabled veterans

So I'm thinking about moving from California to Cebu, and am wondering what my options would be for my medical issues. I have issues with my chronic pain from my (previous fracture) back, (severe whiplash) neck, and other joints injuries from the military, sports, and ehlers danlos syndrome.
Would I have to go to the Veterans Admin in manila to get my pain medications filled every month? Or Do they have a similar community care program that would allow me to see a local doctor in Cebu?
It may sound silly but it would be a deal-breaker for me to not properly manage my chronic pain.
