Tourist visa with extension

Is the tourist visa with extensions up to 36 months, multiple entry or do you reset to a 30 day visa each time to exit and re-enter the country? I am Australian and am hoping to stay in the Philippines on and off for about three years. While i'm over 50 the deposit requirement for a retirement visa is not attractive to me so the extensions look great but I will be leaving the country two or three times each year.
