Where is the best place to live based on Expat friendly climate (milder than the hotter areas)

During my trip to the Philippines I was amazed at how the cost of everything compared to the US. Much cheaper in the areas I was staying and I stayed in a luxury hotel. The hotel was cheaper than my Colombian apartment in Bogota. My question is where can I engage the services of a real estate agent that will shield me from paying "expat prices". My GF has told me it is much better if she runs the traps instead; she says one look at me and I would pay a hefty "skin tax".

What is the healthcare system in the Philippines like. I was in Colombia during COVID and found them to have much better hospitals than the USA (had pneumonia and was hospitalized); thank God I had insurance there. But it was a much better experience than I ever had in the US. My father was burned when race car engine blew up in his face and required over 6 months hospital stay (costing over 1 million USD) so I have seen up close and personal how health care issues can be a major burden to a family.

Thanks for your input. I really appreciate all the help that I can get. I am looking at Philippines, Thailand, Colombia, Costa Rica and possibly other destinations to make my retirement decision. Again, input greatly appreciated.
