Direct express

I signed up for the direct express Mastercard before moving to the Phillipines.
The card works in any store I go to that excerpts Mastercard.
My issue is I can't find an ATM in the Philippines that will accept it to get cash.
Please advise if anyone knows where I can find an Atm that will accept.
