Visa for foreign Parent-in-Law of Philippine Citizen

A question. I'm married to a Filipina, and my father (77) has expressed an interest in joining us permanently in the Philippines.

I'm confident that he could petition independently (as he has Social Security and a pension), but is there a family visa that is possible? Or do a 2 year visitor visa and then apply for permanent residence.

I think the Family Reunion Visa might possibly work, though the relationships described are all things like sibilings, Children, Nieces, and Nephews".

I couldn't find the right keywords, and thought I'd just ask. Is there an obvious visa for a Filipina and her spouse to bring along an American Father-in-Law?
