Dual Citizenship (RA 9225) From US Honorary Consulates?

Does anyone know if the Honorary Consolate Locations (Those outside of Los Angeles, Washington DC, and Chichago) will a former Philippine Citizen's application for Dual Citizenship?

I have searched myself crazy trying to see if we have to run to Washignton DC, or if we can use Maimi (235mi away) or Atlanta (250mi away).

The Honorary Consolates are super vague about various types of passport services, emergency visas, etc. They never specifically mention the application for Dual Citizenship (RA 9225).

I'm ok if I have to book a trip to Washington DC, but I'd rather just run to Miami.

Anybody know? (Or, is anyone better at internet searches than me?)
