PhilHealth

I have a question about PhilHealth. I was told on a local expat site that having a PhilHealth card is sufficient to be admitted to hospital ER's without having to provide an up front cash deposit? Having heard previous horror stories from other expats who refuted this, I am very skeptical, even though a law in this country supposedly forbids them from doing so? Has anyone in this group actually had any first hand experience with using a PhilHealth in an ER in this country without having to pay a large cash deposit before admittance?
