Is it my obligation

Hello everyone,
Recently my girlfriend in the Philippines father has sadly passed away. She was on her way to the province to meet her siblings and messaged me asking for help
Asking an open ended question quote needing 200,000 pesos or they will not release the body from the hospital.
Before I answered, I did a little research and read that that is illegal to hold a deceased body.
Florida I said that to her and she said laws are different in each province My question to you the community is what was or is it my obligation here
I certainly cannot afford to pay that
What is appropriate, I appreciate your comments and opinions and if anyone has been through this?
