Applying for D7 with DUI on record.

I’m applying for a D7 and exceed all requirements. I purchased a house in Porto, have a NIF, bank account, the funds, etc etc. When I did my FBI background check, I was reminded of something I completely forgot about. 16 years ago when I was 20 years old, I was stopped by a policeman who must have been bored. I did a sobriety test and passed it. The jerk policeman said that he still suspected something because I was on the road alone at 3am (I was driving home from my girlfriend’s house). He arrested me on a DUI charge and took me in to get a breathalyzer....which I passed. I then did a urine test and passed that too. He insisted that I was on something undetectable (instead of just admitting he was wrong). Because he needed a reason to have stopped me, he added on a charge of careless operation. Long story short - I took it to court and the charges were dropped, and the judge recommended that I press charges on the policeman for discrimination (I didn’t). Now these charges show up on my background check, and these is no info regarding the charges being dropped. I am terrified of this affecting my visa application.

Has anyone with a similar charge, not conviction, applied for the D7? Does anyone who has been through the visa process have any recommendations on how to handle this? Should I include a letter/explanation with my application?

I am sort of freaking out!
