ADVICE

Living in Italy for the past 4+ years (retired US citizen). Want to move to Portugal. Would appreciate answers for a few questions:
1. Do I apply at the Embassy of Portugal in Rome?
2. Assuming I get the D7 Visa, does it mean that I have to renew the residency every year as is the practice in Italy?
3. Is it necessary to have housing in Portugal prior to applying for the visa?
4. Approximate cost of private healthcare?
