Obtaining a residency appointment

Does anyone have any tricks or recommendations for obtaining an initial residency appointment? My visa was issued during the transition from SEF to AIMA and did not contain an initial residency appointment, and instead provided a letter with two phone numbers to call. The website will not allow me to book an initial appointment. I have been calling for the past 5 months with no success. The few times I managed to speak with a representative I was told there are no appointments. Now, for the past several weeks they changed the recording so that the line disconnects when you are lucky enough to get through to the prerecording to book an appointment. I have also sent numerous emails with no response. Newly issued visas now contain initial appointments so this situation is extremely frustrating.
