Moving money back to the U.S.

Someone mentioned at dinner last night that Portugal levies a high tax or fee if you try to move money out of the country. We envision moving back to the U.S. at some point in the next 3-7 years and we will be selling our apartment and moving that money back to buy another property back in the U.S. at that time. I know we will have to pay hefty capital gains on anything we make on the sale, but is there another tax (or penalty fee) on the remainder of the capital gains we move out of Portugal? We brought a significant amount of money into Portugal to pay cash for the apartment a couple of years ago. Is it safe to say we will not be taxed on any of that money when we move it back to the U. S., as well?
