Portugal is the dream...

It's been 4 years since I've first thought about moving to Portugal. During the endless lazy hours watching tv while locked inside during covid a commercial came on all about Portugal and it completely sold me! Ever since I've been trying to find the time to visit with my wife but life is always in the way. When we finally get to go we are going to want to scout a few areas for a specific type of living, my wife is permanently disabled and we will always live with 2 or more dogs, so finding a safe area with lots of accessibility is key. We know we can't afford the Algarve or Lisbon so we are looking anywhere north of that. Can anyone suggest an affordable neighborhood, with very accessible public transportation and lots of stores, places to walk and possibly where we could find a home with a yard?
