VA Disability Taxed in Portugal?

My husband and I are considering moving to Portugal in the next 3 years. We believe we would come by a D7 visa as he is 100% disabled receiving the tax free VA disability benefits. Can this income be taxed in Portugal since it is not taxed in the US? I’ve seen a few treads but have not been able to locate a current first hand account. Any help is amazing.
