Expat Public Sector Job offers

Hi everyone,
I've been offered a job in a govt department (not healthcare, construction, or IT related) and they've said before they can issue me with a visa, they'll need to get approval for the offer from the Saudi Ministry of Labour. I'm concerned however because I've been reading about how the Ministry of Civil Matters froze As of January expats contracts in the public sector.

A few questions on this...does anyone know if they've followed through on this and what departments their focussing on? It's clear from the fact that there are 70,000+ expat public sector workers and they've frozen the contracts of 12,000 that they've targeted a particular group. Just wondering how likely it may be that approval for my offer may not be given.

Second question is, how long in everyone's experience has it taken to get Ministry of Labour approval, a visa, and to Saudi Arabia once you accepted your offer? Thus far I haven't been able to get a clear indication on the time frame which would be of big help to me!
