Delayed dependant visa

My husband has been in country since February 2015. We have been trying to get a dependants visa since then, my son is my husbands step son we have consent form from his father, we were told 3 weeks ago that it has to be sent to Riyadh , not processed in dammam. My husband went back today as it's been nearly 3 weeks which they said it would take, has anyone experienced anything similar ?
