Passport seized by employer

My company seized my passport and educational certificates, not only mine, same issue for my colleagues too. they stop paying salary since last 2 months. What can I do, 99% of us are Indians and the remaining Pakistani employees. Can we report this issue to any government offices thru email or telephone. Kindly help us immediately.
