how easy/difficult is to get a working visa prior to finding work? anyone knows?

I am a skilled worker with experience (living in UK). Due the current economic situation, I ve heard expats have been the first to be made redundant... so I wonder if they have got stricter when it comes to providing new working visas. What are your thoughts?
