car hire - taxi service

I'm considering moving to Spain and setting up a car hire business - which would involve me driving paying passengers in my own vehicle. Can anyone offer advise if this would be relatively straightforward to set up, as regards driving licence, necessary insurance (hire & reward) and if any special licence or permit is required for what would essentially be "Taxi driver"
