Please help - 'eurocheat' benefit scam

I am a journalist working for a national newspaper in the UK. We are investigating a benefits scam where British expats living in Spain and Holland sub-let their council houses back in the UK and live on the proceeds. It is likely that many of these individuals are also claiming income support/incapacity benefit. These so-called 'Euro-cheats' take advantage of the current cheap flight deals to come back a couple of times a month and keep the benefits flowing.
This seems to be a growing type of fraud, particularly in towns such as Luton, Newcastle and Liverpool, which are served by low cost airlines.
At least one local council is aware that this is going on, but what we are lacking is an example of one of these individuals who we could then expose.
