South Spain v South France

My wife, 8 year old daughter and myself are planning on relocating to Spain (south east?) or South of France in early 2019. Looking for a nice chilled place with land relatively near to the sea. we don't like massively tourist areas. Can people give me recommendations on which country to choose & why?
