Non Lucrative visa-how long does it take from submission to approval?

I have a question for those of you who were approved for a non-lucrative visa (especially if you applied at and approved by Houston Consulate), how long did it take from the date you submitted for the consulate to notify you of the approval?

My husband and I applied three weeks ago and we just wonder if we should follow up to see if they need additional paperwork and to get a status. However, we hesitate to follow up because when we submitted the application, they were not very friendly to us at all and seem upset at us for no apparent reason. Honestly, we are quite afraid to send them an email to ask for the status for fear of upsetting them.

I would appreciate any advice for those who have been through this process what we should do. Should we wait until after 4 weeks before follow up with them? Thank you!
