visa application: fingerprints and apostille

Well we are starting over because we stayed outside Spain too long last year and were advised by a Spanish attorney that this is the cheapest way to get long term visas. Now we reapplying from the US and looking for tips from someone who has recently dealt with the consulate in Houston. Specifically regarding the background checks, fingerprints, and apostille for the state criminal records - I have printed our background checks from the Texas DPS website but now what? I can't find a clear answer. Someone has said that we need to write on the reports that they are real and untainted and then have them notarized before we take them to Austin to be apostilled. Is this correct? And then the fingerprints - I can find reference to the service they use but no details or locations. Last time we went to an official fingerprinting center. And of course there is the option of FBI fingerprints where we send them our prints ourselves, get a confirmation from them and then send them somewhere to get a US State Department Apostille. Please help clarify all of this for us. Thank you.
