How to set up a bank account being non-resident?

Hey everybody! Please help me with the following problem: my brother lives in Spain for several months and his account in a Russian bank (we are from Russia) was blocked due to some stupid reasons of security saying there was a attempt to hack his acoount ... but he needs to get an urgent transfer. Now it's not possible to open a new account in Malaga as he doesn't have local passport, residence permit, other docs which are necessary. Could you recommend any debit card which can be issued promptly without EU passport? Or it's not possible?? Thanks a lot!
