best city for retirees that is not in the south

Where to live that doesn't get much rain and you don't need a car. So far, madrid is my favourite but I am wondering if there are any other smaller cities to live. Must have an old historical area, as thats where I want to live. I never want to own a car again and just like shopping in markets, small shops etc..I couldn't careless if I never saw another big chain supermarket again!!

not interested in high rises, fast cars and heavy drinking cultures.
More interested in good food, friendly ppl and no (or very little) rain and no humidity. I loved Palma city in Mallora, but the humidity, crowds, doesn't interest me. i also found it rained alot.

Does anyone recommend a city like this in Spain? Minus the humidity and crowds?
