How do you go about finding new people to meet in a new city?

What is the best way to find out about new ways to meet local people in a new city (likely Lugano)? I want to try and avoid the trap of only speaking to other expats. I am open to all sorts of potential new interests. Maybe something along the lines of a Toastmasters club would be ideal (there are none in the city in question)? MeetUp doesn't offer many options.
