Best Layover City from the USA to Thailand

My partner and I are hoping to relocate to Thailand from the USA with our dog and two cats. Since direct flights from NYC to Bangkok are nearly impossible to find, we need a layover. I'm trying to find cities/ countries that allow pets to layover without requiring them to go through the customs/ import process and documentation. Amsterdam, for example, does not require pets to go through the process for layovers shorter than 24 hours. I'm hoping to find other cities (hopefully closer to Thailand than Western EU) where we can layover without putting our animals through the customs/ import process.

I was looking at flights that layover in Taipei (great rates right now), but apparently Taiwan does require not only an importing process for animals laying over, but also an import fee per animal.

Any assistance/ recommendations/ experience=based stories are greatly appreciated. Thank you so much!
