between expat and tourist

US citizen and Ukraine citizen wife with permanent residence in the US (25 years). My wife's family is in Netherlands with residence permit and permission to work. We plan on living near them for as much as allowed by immigration. We have a lease on an apartment in their names with us as allowed to live there. We will go through all the paperwork for residence permit with city authorities and longer stay with immigration. Of course, we realize that we may not be able to get residence permit or BSN or permission to stay beyond tourist time; 90 days in, 90 days out. I have attempted figuring out auto ownership, lease, Netherlands health insurance, Netherlands bank account, and a dozen other issues. However, without the residence permit, we seem to be just tourists and cannot even own a car. Any comments, advice?
