Help needed in finding a lost friend

Hello Everyone! I'm not sure if this is the right place to look for a couple that moved in to Trini about 2 years ago from Miami, FL. He's a Brit from Scotland, 44yo, businessman, dealing with stocks, while she is a Trini local. They got 2 kids - boy and a girl. I apologize if I'm posting this here but I'm about desperate to locate them. Can somebody direct me to the right office to call to ask for directory of citizens? I would greatly appreciate the help.
