Buying a Flat in Sevastopol

I will be retiring and moving to Sevastopol, Ukraine this coming March. I'm interested in knowing how to go about purchasing a new flat. I understand that mortgage rates ate 17% - is that true. What other expenses need to be considered such as property taxes, condo fees, etc.
