Reliable bank transfers

best wishes guys ,Ken,Kenson Bill , and Stefan. My wife told me to ask,"HOW do you transfer money OUT of Ukraine?" The banks don't want to change dollars I understand. We have a condo we would like to sell. Is CITI Bank operating? We WILL NOT use any Ukraine bank,( we have a condo to sell) and Raiffessan(Austrian ) will not accept U.S. clients,I called them. The Fed here threatens many people,and I think Deutche Bank got threatened by the U.S. today on Yahoo for $250 mil.
