Can a ban/case be imposed on someone who hasnt entered UAE

Hi,

My cousin is in IT in India, and had got an offer in a top UAE company through a reputed recruitment agency in UAE.
He somehow couldn't join at the last moment, as his employer in India gave some promises.

However as the UAE recruitment agency got really unhappy, they assumed he cheated in interview and have said that they will file cases against him and impose a travel ban.

He hasn't signed any Contract,never been to UAE, hasn't even applied for Visa.
There was mail communication, he has given his passport and other educational and professional documents.

Can a ban or case be imposed on him, if yes how can he check if there is anything against him.
